The Bug wrote the scroll through Gwynn. Why on earth would he include contract terms like "whoever releases me gets a get-out-of-jail-free card" !?

Probably because he wants someone to be motivated enough to do it.

Of course he's a straight-up liar (even to his own past self), so there's no reason to think he's going to honor the contract...

And yeah, I still have no idea why WW is doing any of this. It seems like a lot of trouble to get nowhere.

I think we are not getting the whole picture yet.
