Sorry, hair is dead, but that's not why it doesn't hurt or bleed. It doesn't hurt because it doesn't have nerve endings and it doesn't bleed because there are no vessels directing blood flow through it.
If it were alive it would need a blood supply to keep it alive. If it had blood vessels it would need nerves to make you protect those blood vessels from damage. Therefore, if hair were alive, it would hurt and bleed.
Blood vessels are made of living tissue, blood contains living cells, and nerve cells don't work if they're dead. Therefore, if hair could hurt or bleed, it would be alive.
Thus I stick to my statement.
