It doesn't seem too difficult to figure out. It's probably because of Sylvia. Torg can't let Sam roam free, because he would unstake Sylvia, and he can't unstake Sam after killing Sylvia, because Sam's shown he would be dangerous in that scenario.

Just the same, Torg should be trying to retrieve the corpses. Even if unstaking them now is impractical, there are ways a not quite dead Sam can be used against him. And if Sylvia is ever revived, she's a danger to anyone around her. Leaving them as they are is irresponsible.

I think someone "solved" this in the spec forum, actually. Don't think it was in reactions, but it was a pretty good solution.

Have to agree with those having a hard time understanding Torg's actions here. If he really believed Sam was that much of a danger (the case for which is reeeaally thin) then he should have finished the job. By leaving Sam alive after brutalizing him he's now endangered himself, Zoe, and everyone he cares about. If he didn't think Sam was a real danger but was reacting to the immediate threat posed by his temper tantrum at seeing Sylvia beheaded then he should have gathered the pieces to restore Sam later. Whether Riff has a plan for what to do with the bodies or not is irrelevant with regards to Torg's thought process here.
