It occurs to me that Teresa had everything ready to go, and was apparently just waiting on some kind of signal. Some kind of covert signal. Covert. But Riff couldn't be bothered to take even that minor pre-arranged precaution? What the hell Riff?
He's just looking worse and worse as this goes on. This is more than just incompetence.

It's that Pete needs to find a way to make it very fitting for Torg to come back and take charge. Also, Riff didn't have time for any slower channels. Hereti-Corp was taking over NASA's position, they'd have full control of space, and their fluxer was there, operational. They could flux the casino as soon as they found it. Like a giant sword hanging over everyone's head. Riff was up in space already, and who knows how long he can stay there? Thinking of food, oxygen, fuel, and the great risk of being found and fluxed. We don't really know how acute the situation was, but it looked acute. If Riff thought it was necessary to blow Slaughteresa's cover, then it probably was. One life to save billions. Riff has seen what the Hereti-Corp world will become, a giant wasteland with the entire ecosystem destroyed by fluxing, and only one surviving city.

Yeah, that's the premise. The trouble is that while the NASA takeover is certainly an existential threat, it isn't an immediate one. It doesn't have the urgency to justify Riff's action. In order to properly sell it, Pete needed to couple the NASA takeover with something of immediate importance - a critical item or piece of data which NASA possessed which would allow Heriti Corp to do something big or cement their position or whatever.
I guess it's still possible to do this retroactively, maybe I should just wait and see.
