I can think of a few possibilities of what that sentence might be. Best saved for the spec forum. But it's pretty obvious why Torg is hesitant to use this super weapon phrase. He's always operated nonlethaly. If he uses this, people will die. And not just enemies.

He said "was keeping," not "is keeping." He might know they're gone, or at least he's not sure they're still there. My understanding was more along the lines of he doesn't know how many innocent people are there, rather than he knows specific innocent people who are there.
