I think the assumption is that it's not really a robotic Riff, but Mark-24's head. Maybe the evil-eyes shown here (frame 1).

I inferred the first word, then looked for repeated letters, knowing what letters tend to be repeated in English, then worked from there. I may have made mistakes, but I think I got it!

The "layout" of the numbers were supposed to be a clue to help with the key.
