Pete made it a point to say that it's been exactly three days since Teresa left. How many nights does it take Sam to make a vampire? Three. Coincidence? Perhaps. But I digress.
Sam's last shown action was realization was that Sasha (his sort-a girlfriend) was in trouble. As shown previously he has the capacity to get really mad and attack when his loved ones are in danger, like Kiki and Beth. What I think happened, is once Torg explained what happened to Sasha and who Teresa was, Sam got extremely pissed off and took off after her faster than the others could manage. He caught up to her and in a fit of vampiric rage, began draining her of blood. The others caught up and managed to get him to stop, but Torg (or maybe Bun-Bun) got an idea. To create the perfect agent for their infiltration of Monicruel's fortress, they remind Sam of how to create new vampires for the Sam-Cirkail Mamajama. Riff wants to object, himself hating vampires and their spread, but after 4U City and the fact that his close friend/maybe girlfriend Sasha is on the line, adopts an attitude of; do what you have to to keep the world alive.
Fast-forward a few days, Teresa is now a vampire, and under Sam's control. Remember; in the Kesandru's well arc it's shown that his hypnotic thrall works on even Gwynn (who is very strong-willed) as long as he doesn't try to make them think he's attractive. (Perhaps being turned into a vampire by him makes her more susceptible to his control or something as well.) Notice: Monicruel seems surprised in today's comic that they are there. Teresa does not. She merely smirks and asks 'Wow, how?' Not, 'how did you follow me?' It's not very sturdy, but this could be seen as she was asking her team leader how he managed to get in. She then remarks about how the first thing they'll do is take down the security booth. Either she's done a lot of hostile takeovers before, or she had insider knowledge of the plan and was playfully pointing it out.
The evidence that keeps this theory alive? She's wearing a neck-hugging bit of cloth. Perhaps to conceal recent vampire neck-bites?

...She was shot. Shot in such a way that she lost consciousness, that Sam thought her dead when he drank from her. Shot in such a way that she had no pulse, to be precise.
Then she wakes back up, perfectly healthy, none the worse for taking a bullet (she claims it was a scratch, but if that's so then why did she pass out?), nor weak from losing blood to Sam. Why would Sam have left any blood in her if he thought her dead? Simple answer: he didn't.
This is the reason Pete has been having Sam act so stupid during this story. So no one would notice what really happened when he said she was dead, so no one would notice when he slipped this crucial plot point past us.
