Game of Diplomacy. Only four surviving players left. Leader has sixteen Supply Centers while second strongest only has six. The leader enters Civil Disorder and disconnects from the game. Just as we're all about to call a draw, someone else joins and takes over the leader's territory, claims two more supply centers, and wins the game without doing a single thing to earn it.

Dammit but I want to find out who that guy is and strangle him. Or leave a bag of burning dog crap at his front door. You know, one or the other.

Might it have been the same player, back on a new account, to avoid the civil disorder? I'm not familiar with that mechanic in the board game version.

If it's the same as in the online diplomacy that I've played, then civil disorder is what happens when a player does not submit moves (or possibly does not log in) for enough turns in a row. It's entirely self-inflicted, and can be removed simply by logging in and submitting a move.

CCC's got it right. Civil Disorder only happens when you haven't played the game in a few days, slowing the game down for everyone else since they have to wait for the clock to run out on each turn before the next one begins.
